In August 2003, the Maryland Military Installation Strategic Planning Council was established (Chapter 335, Acts of 2003). The Council has ensured that Maryland is prepared for the Efficient Facilities Initiative of the U.S. Department of Defense, scheduled for 2005. The Initiative is a review process expected to result in closures of military bases across the United States. In May 2005, the U.S. Department of Defense will publish its recommendations for base closures and realignment of functions nationwide. The federal Base Realignment and Closure Commission will review those recommendations and report in September 2005.

In December 2003, the Council submitted an interim report to the Governor and General Assembly. The Council continues to monitor the federal review process, create partnerships with the base Alliances, and makes plans for economic development in the communities around military bases.

Authorization for the Council was extended to December 31, 2007 (Chapter 240, Acts of 2005).
